Robert Maxwell, father of Ghislaine Maxwell—Jeffrey Epstein’s wife—played a pivotal role in linking Epstein to British and Israeli intelligence agencies.
The right man at the right time
Robert Maxwell was central to Epstein’s access to British and Israeli intelligence networks. A controversial media magnate of the 20th century, Maxwell survived the Holocaust, served in the British military, and rose to prominence as a publishing tycoon, Labour MP, and figure embroiled in financial scandals and suspected ties to intelligence services including MI6 and Mossad. His life story reflects his humble beginnings, a rapid ascent, close connections with world leaders, and, after his mysterious death at sea in 1991, the revelation of massive pension fund fraud within his companies.
Born Ján Ludvík Hyman Binyamin Hoch in 1923 in Slatinské Doly (now Solotvyno, Ukraine), then part of Czechoslovakia, into a devout Yiddish-speaking Jewish family, Maxwell emigrated to Britain during World War II and served in the British army.
Post-war, he ventured into scientific publishing, launching Pergamon Press and developing it into a leading publisher of academic and technical works, which formed the cornerstone of his media empire.
By the 1980s, Maxwell controlled an extensive network that included Maxwell Communication Corp, Pergamon, Macmillan, the Daily Mirror, and various other publications both in the UK and internationally—rigorously competing against Rupert Murdoch’s media outlets.
He died on November 5, 1991, after falling from his yacht, Lady Ghislaine, near the Canary Islands. Following his death, investigators uncovered that Maxwell had siphoned hundreds of millions of pounds from the Mirror Group’s pension funds to mask financial difficulties.
In essence, Maxwell sold textbooks to U.S. schools, mingled with royalty, presidents, and religious figures, and, away from public scrutiny, reportedly contributed to the efforts of some of the world’s most covert intelligence agencies. To some observers, he was an ingenious innovator; to others, he was seen as a deceitful fraud.
For his daughter Ghislaine—whose later life became entwined with Jeffrey Epstein—he was the man who granted her entrance into elite circles, which perhaps unwittingly paved the way for her eventual downfall. Maxwell rose to dominate the UK media landscape, matching the scale of Rupert Murdoch’s empire.
When establishing Pergamon Press, which specialized in history and science textbooks distributed broadly in American schools and often criticized for its pro-Israel stance, reflective of Maxwell’s own Zionism, his rivals did not anticipate his overwhelming success.
In 1984, he acquired the Daily Mirror, transforming it into a leading force in popular journalism. At the zenith of his empire, he controlled Maxwell Communication Corporation, Macmillan, Pergamon, and many international newspapers. Ghislaine, his favored daughter, received an Oxford education, was groomed for high society, and frequently accompanied him to social gatherings in London and New York. Photographs show Maxwell alongside Queen Elizabeth, Prince Charles, Princess Diana, Margaret Thatcher, and Mother Teresa; other images place him next to US Presidents George W. Bush and Donald Trump.
Multiple reports suggest that the British Foreign Office suspected Maxwell of acting as a double or even triple agent, connected to MI6, the KGB, and Mossad. A source consulted for this text confirms Maxwell’s role within British intelligence, particularly managing relationships involving corporations and government figures, with a focus on American politicians among others.
Maxwell moved effortlessly between influential hubs—the White House, Kremlin, Downing Street—and key political leaders in France, Germany, and Israel, skillfully maintaining complex and delicate connections.
In the 1960s, he served two terms as a Labour MP representing Buckingham while living a luxurious life. His home in Headington Hill near Oxford was famed for lavish parties, widely rumored to be designed as traps to collect compromising information on powerful guests.
One of the gravest accusations links him to the PROMIS software scandal, discussed in Chapter 3 of our Saga.
Originally developed by the U.S. Department of Justice, PROMIS was allegedly stolen and altered with an Israeli “back door.” This modified software was allegedly distributed worldwide through intelligence agencies, militaries, and corporations, enabling Israeli surveillance of nearly all users. Various whistleblowers, including ex-Israeli agent Ari Ben-Menashe, claim Maxwell acted as the chief global promoter of this digital espionage tool. Circumstantial evidence supports these claims: his strong backing of Israel, business dealings in sensitive fields, close relationships with Israeli leaders, and his 1991 state funeral in Israel attended by Prime Minister Yitzhak Shamir, President Chaim Herzog, and senior intelligence officials—who publicly declared that Maxwell “did more for Israel than can be said.”
His final years were marred by financial meltdown. After his death, investigators found a £460 million deficit in the Mirror Group pension scheme. Maxwell had misappropriated his employees’ pension funds to prop up his debt-ridden empire. His sons Ian and Kevin Maxwell were arrested and charged with fraud but later acquitted, while the British public erupted in outrage over the betrayal of thousands of pensioners.
Maxwell’s image shifted overnight from admired tycoon to despised villain, earning him the derisive nickname “Robber Bob.”
On November 5, 1991, he vanished from his 180-foot yacht near the Canaries and was discovered dead in the water several hours later. Official reports cited a heart attack followed by accidental drowning, though his daughter suspected foul play.
The autopsy confirmed that Maxwell suffered serious heart and lung disease.
He was honored with a state funeral in Israel attended by Prime Minister Yitzhak Shamir and senior intelligence figures.
Arm in arm, so much so that he married her daughter
Epstein met Ghislaine Maxwell in the 1990s. Their brief romance evolved into a deep professional and personal partnership. Ghislaine became Epstein’s trusted aide, managing his properties, organizing staff, and centrally involved in recruiting victims for sexual exploitation.
Connections to Robert Maxwell proved important from the start—and grew more significant after his passing. Epstein gained access to Maxwell’s social and political networks. According to a 2022 Telegraph report, Epstein may have assisted Robert Maxwell in concealing assets stolen from the Mirror Group’s pension funds via offshore channels.
Robert Maxwell played a crucial role in introducing Epstein to Israeli intelligence circles, enabling Epstein to establish his own foothold.
An intelligence source consulted for this text disclosed that Ghislaine was also central to the narrative: following her father’s path, she infiltrated British and Israeli intelligence networks, cultivating relationships, constructing cover stories, and orchestrating favors to support Epstein.
Ultimately, what could have been better than marrying the daughter of a known “spy,” securing the inheritance of his “legacy”? Without Ghislaine, Epstein would not have enjoyed the level of access to influential VIPs nor maintained the cover that allowed him to operate undetected for many years.
